Moscow proposes to convene in 1954 a general disarmament conference under UN auspices with all UN members and non members. The move links armament cuts to atomic weapon issues and would include China in a bid to slow East West arms races.

Helena Montana judge George W. Padbury Jr. denied 11 counts of using the mails to defraud and conspiracy in a federal indictment related to a three year gas tax swindle. He claimed convicts who testified against him seek to undermine his case and said the frauds inspired the indictment. Also named were John P. Phillips and Louise Phillips. Bond posted, hearing set for February 15 in Butte.
Helena authorities press for at least three felony charges against District Judge George W. Padbury Jr in the gasoline tax refund case. Atty. Gen. Arnold H. Olsen and Gov. J. Hugo Aronson back the move, urging immediate prosecution and detailing alleged fraudulent refund claims.
