President Johnson plans to urge continuation of the 10 percent income surtax to balance the budget, despite Nixon’s opposition. The farewell State of the Union will be delivered to a joint session Tuesday night, with surveys indicating a small surplus for both this year and next.
A Scandinavian Airlines DC8 with 35 aboard including seven crew crashed about a mile off Los Angeles International Airport while approaching for landing in rain and rough seas. Coast guard reports suggested rafts in the water though no fatalities were confirmed and one passenger remained unaccounted for. Coast guard cutters, fire boats, helicopters and private crafts converged on the scene.

State Rep. James T. Harrison Jr. sponsors House Bill 43 to amend the Montana constitution to 19 from 21. The measure seeks a two thirds Senate and House vote and a majority in a general election. Opponent Rep. Lombardi questions youth behavior but Harrison argues الشباب possess education and interest to vote. Support comes from Rep. Pat Williams and national peers. See VOTE Page 2.
Dr. A C Knight, superintendent of Galen State Hospital for 15 years, has resigned effective July 30. The State Board of Institutions debated the facility s future amid talk of repurposing it for chronic long term illnesses. Knight urged exploring options while noting several patient groups and defending his decision to leave. He recommended Dr C T Huffman as his successor and thanked Montana physicians and the Galen workforce for their support.
L Osservatore warns Catholics to obey papal teaching on Humanae Vitae despite calls from church and lay groups to follow conscience. It notes exceptions for ignorance or compelling circumstances but declares the offer of conscience sacred yet dangerous if misused.
Robert E. McDonough, 75, of 1911 Argyle, a Butte businessman and founder of the Nontana Amateur Speed Skating Association, died Sunday in a local hospital. Born September 22, 1893 in Orleans Nebraska, he lived in Fromberg before moving to Butte at 16, worked as a miner, spent 21 years with Montana Power Co, helped found Monitor Distributors, Inc., and ran the R. E. McDonough Co. He served as president and national board member of the speed skating association and sponsored little league baseball. Active in civic groups, he belonged to the Butte Chamber of Commerce, Montana Chamber of Commerce, Town Club, Butte Serra Club and the Elks. Serra Club rites are at DOLAN's Mortuary tonight at 7 with a rosary Wednesday at 7. Concelebrated Requiem Mass to be announced. See McDONOUGH Page 2.
In Detroit AP story Patrolman Dennis Clark persuaded his boyhood friend Robert Heard Jr. to surrender for the murder of Patrolman Stanley Rapaski and bar owner Casimar A. Czarwinski. Heard, 23, was charged. Kincannon, 22, died after a self-inflicted chest wound as police closed in.
Delta Air Lines flight with 69 aboard diverted to Miami after hijacker Kenneth McPeek, 31, of Michigan, carrying a sawed-off shotgun under his seat, did not threaten crew. Captain Harold Rowley continued approach, plane landed safely. weapons unloaded and shells found in luggage. FBI charges filed as incident unfolds.
Forecasters and residents in Butte Montana breathed relief as a predicted deep snow storm veered into southern Idaho and then eastward, sparing Montana. Helena Weather Bureau observers said no significant snowfall occurred with temperatures staying above freezing and no new precipitation expected, though a 40 percent chance of light snow showers remained for the area.
The Bureau of the Budget announced higher grazing charges for federal lands. The Interior and Agriculture departments set rates for the Bureau of Land Management at 44 cents per cow or five sheep per month, up from 33 cents in 1968. Forest Service lands in western national forests will bill 31 cents to 1.25 dollars per cow per month, with sheep grazing at 6 to 25 cents monthly.
