Montana legislators debate how to spend a 2.4 billion surplus from pandemic boosted incomes and to prepare for a potential recession. Governor’s budget team and Rep Bill Mercer push HB 192 to distribute up to 1.0 billion in income tax rebates and 250 million to property owners, with caps and residency limits.
More than two dozen speakers opposed a Montana health department proposal requiring pre-authorization for Medicaid funded abortions to prove medical necessity and limiting who can provide such services. One supporter argued the rule ensures only medically necessary care for taxpayers. Akilah Deernose of ACLU Montana called it an abortion ban for the vulnerable. Some speakers paused during the online hearing.
Former Montana District Court judge Brad Newman, first appointed by Democrat Gov. Bullock in 2018, has been reap pointed by Republican Gov. Gianforte to another six year term on the overhaul ed Pardons and Parole Board. Newman, aging toward 65, notes the uncertainty of a long term under the current calendar and politics while stressing his honor at the renewed appointment. The board has undergone changes since 2015 and 2017, reducing seats from seven to a smaller number.
Bozeman based biologist Doug Smith retires after leading the Yellowstone Wolf Project begun in the 1990s. His team radio collared 41 wolves, released them in Yellowstone, and monitored movements and population impacts. The program helped elk decline and woody vegetation recovery, shaping the park's predator–prey balance.
