President Johnson links a peace appeal to a record 112.8 billion dollar budget while urging firmness in Vietnam. He backs excise tax restores, higher withholding, faster corporate tax collection and a broader civil rights plan as Congress watches mixed reactions.
New York negotiators and union leaders pushed toward ending the 12 day transit strike as a mediator’s proposal nears acceptance. Douglas MacMahon, acting TWU head, said union negotiators favor a settlement to end the walkout immediately.
The Rio de Janeiro disaster left more than 700 dead or missing as mudslides and floods swamped the city and surrounding areas. Rain totals reached 14 inches since Monday with more downpours expected. shelters were opened at school buildings and the Maracana stadium.
Highlights include vows to defend Vietnam, pursue peace without conceding, expand foreign aid to combat hunger and disease, and continue a Great Society at home. Johnson pledges no territorial gains and a broad push on arms control and economic growth.

Helena lawyer Bill Mufich filed Wednesday for the Democratic nomination to a two year term on the Montana Railroad and Public Service Commission. He previously served as counsel to the commission and as a hearing reporter. Mufich, 46, has worked as a loan attorney for the VA, an assistant county attorney, FBI agent, and now runs private practice in Helena.
Lal Bahadur Shastri’s cremation in New Delhi drew a million mourners as leaders mapped a post Nehru era. Gulzari Lal Nanda faced possible leadership challenges while Indira Gandhi Morarji Desai and Y B Chavan were eyed as rivals or potential successors.

Ralph J. Beck 47 native of Deer Lodge was chosen potentate of Bagdad Temple of the Shrine. A state senator and funeral home owner, Beck succeeds Ken Drick Smith of Butte with officers including Arthur W. Overturf Bozeman and George E. Martin Kalispell. He is a World War II Air Force veteran and former Deer Lodge and Anaconda mortuary operator.
Ross Barclay a longtime Great Falls executive and civic leader died Wednesday in a local hospital at age 76 after a year of illness. He moved to Great Falls about 30 years ago and led the Great Falls Iron Works before retirement last summer. He served as president of the Great Falls Chamber of Commerce and Community Chest and held numerous regional posts including Rotary Club director and Montana Chamber of Commerce councilman. Born January 9 1890 in Butte he attended an engineering college in Boston and served in World War I. He is survived by his wife Janet W Weir and a brother J Edgar of Butte. The body is at T F Oconnor Funeral Home in Great Falls.
