President Johnson asks Congress to approve a 1.6 billion education aid plan for public and private schools, emphasizing aid to the poor. The proposal includes 1 billion for public elementary and secondary schools, 260 million for higher education, 150 million for pre school projects, and 5 million for regional labs, with broad support and opposition noted.
Dean Burch resigns as national Republican chairman effective April 1 and will be replaced by Ray C. Bliss of Ohio. Barry Goldwater says the move aims at party unity after Burch failed to secure a clear working majority in Chicago. Bliss has served on the National Committee since 1952 and will assume leadership as Goldwater seeks to unite the party.
Five member all Republican task force to answer questions about Gov Tim Babcock's administration. Speaker Ray Wayrynen appointed the group to address remarks by Minority Leader James Lucas about slow House start and frayed party relations.
In a Washington speech Prime Minister Eisaku Sato urged Japan to act as a bridge to Communist China through expanded trade and asked the United States to show patience in Far East problems. He spoke at the National Press Club on the first day of a two day visit after a 90 minute White House meeting with President Johnson. Sato said Japan can help bring peace to Asia and noted that although Sino mainland trade is just 2 percent of total trade, greater contact could promote welfare and stability across the region.
Two Democratic senators, Manning of Treasure County and James of Liberty County, were chosen as cochairmen of the nine member reapportionment committee. The pair, each with differing views, will guide debate as the Senate weighs redistricting rules in a 60 day session.
The FBI named Clarence Francis McCormick and Norma McCormick as a Minneapolis bank bandit pair arrested near Casper Wyoming after fleeing a federal agent in Columbus. Accomplice William Jacob Sagar was captured in Guymon Oklahoma. The three are charged in Minnesota for the Park National Bank holdup that yielded over $50,000.
Absarokee residents say Clarence Francis MeCormick 35 and Norma 29 posed as wealthy Floridians tied to missile magnates while staying four months in the 600 population town. They escaped an FBI agent in Montana and were captured near Casper Wyoming after a nightlong chase. The pair faced interstate transportation of stolen property charges with a Paducah warrant. MeCormick also faced Jacksonville Florida parole violation charges.
The Miles City VA Hospital will close by June 30 as part of federal belt tightening. The four story, 132‑job facility opened in 1951 and serves eastern Montana and surrounding states. planners offer no transfer plan for patients. Nearby VA options include Ft. Harrison, Cheyenne, Fargo, and Sheridan.
The Montana attorney general asks federal court to dismiss Phoebe Herweg v. 39th Legislative Assembly under the abstention doctrine. The brief argues state courts should interpret constitutional apportionment before federal action and notes no evidence the Legislature plans to dodge reapportionment.
