Rep. Russel Conklin seeks a constitutional amendment to remove the legislature's power to impose capital punishment with final voter ratification slated for the November 1962 general election. The measure accompanied a busy House day as Republicans push a business climate memorial and other bills.
Montana senators approved 13 new measures and a resolution in a busy session day led by Democratic leadership. Included was tax relief for state banks, a provision estimated to have yielded 278000 dollars to the state last year, as bills move toward routine introduction before deadlines.
Four bills seek to alter Montana unemployment benefits with weekly ranges from seven to forty five dollars and total duration up to 26 weeks. HB27 proposes 15 to 34 dollar weekly benefits and a 1.7 percent employer tax, while SB19 and HB101 outline 7 to 45 dollar benefits and 1 percent to 2.7 percent employer contributions. HB100 sets 1.8 percent tax with a 4,000 dollar wage base and rules on experience ratings. Legislation targets restoring or changing the 1953 form and fund solvency as the unemployment fund hovers near 28 million.
Alexander Leggat known as a Butte hotelier and historian died after a long illness. Services set for Friday at Richards Chapel with graveside rites at Mount Moriah Cemetery. Leggat owned the Leggat Hotel with his wife La Reine since 1914 and amassed a vast collection of Montana historical books and relics.
East Montana expects mostly cloudy conditions with occasional snow in the western mountains and winds 20 to 40 mph along the eastern slope of the Rockies. Temperatures reach 40 to 50 on Thursday and 35 to 45 on Friday, with cooler nights around 15 to 30. West Montana remains cloudy with light rain or snow at lower elevations and limited temperature change, highs 30 to 40 and lows 15 to 25 both nights.
A Mrs Lumpkin of 1937 Yale reports to police that her family car has had five tires flattened in the past week while parked near the Emma Mine. No suspects named, investigation ongoing.
Butte announces public viewing of the first Montana fallout shelter located in the Butte Brewing Co. basement. Gov. Nutter and state officials invited. the shelter houses 500 to 600 with field kitchens, water and food stocks, and heavy concrete walls. Signage will guide visitors along Park and Wyoming streets.
W Ray Morris of Corvallis was elected potentate of Bagdad Temple Order of Mystic Shrine at a large meeting in the Masonic Temple. He succeeds William R. Taylor of Deer Lodge. The divan included Preston K. Ramsey and others from Butte Missoula Dillon and Kalispell. The temple prepares for a golden jubilee in coming years.
Poughkeepsie New York officials said they will return a $1,232 school tax payment to Franklin D Roosevelt Jr for his 300 acre Dutchess County farm after records showed the tax had already been paid.
President Eisenhower will deliver his last State of the Union to Congress at noon Thursday. The address is expected to be largely general with specifics saved for the budget message next Monday and the final economic report two days later. This will be his last major message before leaving office January 20. He also will not deliver the address in person, following the precedent set by Truman.
Judge Jack R. Loucks ruled Monday at Wolf Point that two former Anaconda Co. employees qualify for unemployment benefits while 12 others do not. He upheld Montana Unemployment Compensation Commission denials for Martin Miller and others, and reversed rulings for George Aklin and Anson Vezina, clarifying eligibility during the 1959 60 copper strike based on six month work for non Anaconda employers.
E T Sletten is reelected chairman of the board and Harold Pitts is named president of Miners National Bank at a directors meeting following the stockholders annual meeting. Directors R Bourke MacDonald Joseph L Wilson Larry F Smith Richard D Rubie Charles W Rubie joined for 1961 with Sletten and Pitts.
President elect Kennedy's space task force urged an urgent push for a more powerful spacecraft engine and stronger leadership of space efforts. The panel warned the US lags behind the Soviet Union in space, missiles, and supersonic craft, and named Jerome Wiesner as a special assistant for science.
New York AP reports a custom smelting firm cut copper price by one cent to 29 cents per pound on Wednesday. Other smelters are expected to match the reduction as producers had already trimmed to 30 cents in October and 33 cents earlier. The move follows lower foreign prices after the Chile strike threat ended and a sustained supply glut.
A 65-foot Spanish owned Honduras registered motor vessel named the Price sank in heavy seas off Alhucemas after a bow leak. Rescue boats reported three survivors and 23 bodies. The ship carried about 40 illegal evacuees to Israel via Gibraltar, with Moroccan officials saying the craft carried Jews without exit permits as tighter Moroccan limits boosted emigration.
Washington AP Dillon Ronbheey a Kennedy nominee for Treasury ruled out immediate plans for a temporary tax cut to spur the sagging economy. He left open the possibility of a future cut and suggested permanent income tax reductions if loopholes are closed. He defended Congress over taxes and said executive branch reliance would be unusual. The Senate Finance Committee opened hearings on Kennedy cabinet picks including Dillon a New York investment banker and former undersecretary of state.
