Gov. Frank H. Cooney presented the 24th Montana legislature with a comprehensive outline of the states financial status calling it satisfactory and promising the first balanced budget in 16 years. He urged code revisions, highway patrol, adjusted salaries, water and liquor measures, a prison school, tax changes and debt acknowledgment to the public school permanent fund.
