President Roosevelt told a joint session of Congress that 1943 would bring a very substantial advance for the nation. The State of the Nation address outlines goals and aims for the year, with emphasis on mobilization and wartime progress.
Congresspraised the address while noting no immediate tax plans and urging unity. Roosevelt called for Axis disarmament after victory and world economic stability, saying the US must participate and avoid isolation. The speech framed war goals and production gains as the arsenal of democracy.

The Ninth Service Command at Fort Douglas Utah authorized the Montana district to recruit men 38 or older for the Army as stenographers. Applicants must write 90 words per minute and type 50 wpm with physical standards for limited or general service. Lt. Col. Irwin Clawson said enlistments start immediately in Montana and urged interested men to contact local recruiting offices or state headquarters in Butte. This marks the first Army recruitment since December 15 and covers only qualified stenographers.
The Senate Democratic caucus approved Majority Leader Barkley of Kentucky by a 34 to 20 vote after he warned he would resign if stripped of power to appoint steering committee members. The caucus then authorized Barkley to fill vacancies and discuss policies with the steering panel.
Japanese reinforcements to northeastern New Guinea suffered heavy losses in the first 24 hours of a seventh attempt to land troops. Allied air and ground forces reported sinking two transports and downing 18 Zeros as the convoy neared Lae and Gasmata, with Lib fighters and Flying Fortresses engaged before dawn.
