Governor Tim Babcock unveiled a balanced 39th Legislature budget totaling about 411.9 million all funds for 1966 67 with 401.1 million from the general fund. Education and custodial institutions receive the largest shares as state pushes higher education and public schools.
A sharp but harmless quake struck Southwestern Montana at 7 02 p m Tuesday felt by hundreds in Butte Lima Dillon Anaconda Philipsburg and Deer Lodge No damage reported windows rattled and two Christmas trees toppled sheriff and police received over a hundred calls Anaconda switchboard logged about 15 inquiries asking if blasting caused the incident.
Babcock urged a full reapportionment of the house and congressional districts to meet the one man one vote standard, while arguing the senate cannot be realigned without a state constitutional amendment. He pressed a $16 million general fund increase focused on education and public institutions and backed a $17 million building program financed by cigarette tax and a $2.5 million withholdings fee.

John M. Garrett aged 16 received a bronze Carnegie Hero Fund medal and $500 for saving 13 year old Mark Redfern from Bell Creek in South Butte on April 14 1962. Garrett nearly drowned. Bob Poad and later Philip Redfern aided the rescue before Garrett recovered.
A 2-year-old Butte boy, Steven Anthony Combo, died after being accidentally struck in the head by a 22 caliber public safety item. He and his 3-year-old brother were playing when the item was moved onto a dresser. The coroner noted the stepfather, William Eck Jr., travels with the item. Steven was born December 22, 1962, and survived by his mother Rae Eck, brother Timothy, and relatives in Butte and Great Falls. Arrangements are pending.
Cloudy with snow and flurries across the Butte Anaconda area. Highs near 38 today, lows around 20 tonight. From East of Divide to West of Divide expect snow, especially western mountains, with warmer conditions in the east on Wednesday then turning colder Thursday.
City crews and equipment will work all day Thursday to remove snow and ice along Front Street from Montana east and southward to Harrison.

The Montana Senate opened with 11 measures covering state institutions reform stream preservation and election timing. A key state institutions proposal limits county liability for indigent care while allowing collection from able private payers. Names of several institutions would be changed such as State Vocational School for Girls to Mountain View School and State Industrial School to Pine Hills School. A measure would abolish the old State Fair in Lewis and Clark County. The stream preservation bill would make the law permanent and assign arbitration to county judges with local appointees. Two elder care measures also were introduced.
Montana lawmakers moved routine funding and pay scale measures through the House in a rules suspended session. The companion bills provide 475000 for the 1965 session expenses and set pay from 7 dollars daily for pages to 20 dollars for legislators and top aides, with approval expected in the Senate.
