President Kennedy finished work on his fiscal 1963 budget aiming for a balanced $92 to $93 billion total with a peacetime record for military outlay. With Budget Bureau Director David Bell and aides, he finalized the proposal to be sent to Congress.
The United States and Britain will empower their ambassadors in Moscow to probe Soviet intentions and draft a preliminary Berlin accord. They plan talks with Nikita Khrushchev or Andrei Gromyko, aiming to preserve Western access, maintain Western forces in Berlin, and safeguard West Berlin’s development through continued contacts with West Germany and the Allies.
The bulletin notes mostly cloudy conditions through Friday with occasional snow. Temperatures rise slowly with highs around mid 20s to mid 30s and overnight lows near zero to 12 above in eastern Divide areas, and 12 to 30 in western slopes. Winds shift southwesterly near eastern slopes. The Western Divide region shows scattered snow Friday with a gradual warm trend and similar Thursday highs. George W. McVey, longtime editorial director of The Montana Standard and The Butte Daily Post, will retire January 1 after 31 years in senior newspaper roles. Morrison, the general manager, announced the decision and said McVey will remain as a consultant with The Standard Post.
Robert Corette called McVey the No 1 editorial writer in Montana at a Butte Kiwanis gathering on George McVey Day. The retiring editor, born in 1897, served in six WWI battles, earned a Kansas University journalism degree, joined Butte papers in 1930, and authored the widely circulated What Is Montana.
The National Safety Council estimated 330 people could die in traffic accidents over the New Year's weekend nationwide. Weather and road conditions will influence the final toll as motorists and pedestrians exercise caution. The council noted 525 fatalities occurred over the Christmas weekend.
A blast at Whitaker Atlas Supply Co in Norton Virginia rocked the town, destroying six homes and injuring 15, including two children in serious condition. The explosion followed smaller blasts and released 50 to 100 tons of ammonium nitrate used in coal mining. Fire officials evacuated residents and reported extensive damage within a 300 yard area.
The United States accepted Anatoli Fedorovich Dobrynin as the new Soviet ambassador to Washington, replacing Mikhail Menshikov. The 42 year old specialist on American affairs heads the American section of the Soviet Foreign Ministry and the timing of the swap remains undecided. Rumors cite Menshikov’s competence, reporting reliability, or Khrushchev seeking talks as possible motives.
The Montana Crop and Livestock Reporting service reported heavy damage to some eastern Montana wheat fields due to insufficient snow cover protecting winter crops from winds. Most statewide range livestock relied on supplemental feed, with cattle weight losses near normal and stock conditions fair to good despite harsh, frigid conditions and variable precipitation across regions.
The U S Weather Bureau predicts near normal east Montana and slightly above normal west Montana temperatures through next Monday. Expect frequent snow and possible rain with highs mostly 20 to 38 and lows 5 to 20, with colder nights in the mountains and scattered precipitation totaling up to a quarter inch locally.

A federal court jury was chosen as the defense opened its case in a Beaverhead County land condemnation suit for over 200 acres in relation to the Clark Canyon Dam project. Roe Ranch Co. of Dillon owns the land. Effie Roe’s 80 acres settled for 3500 dollars. The five related actions cover compensation to amount to 9157 for 457 acres of state land and prior settlements.
Algerian terrorists struck again in Algeria with 13 dead and 35 wounded after the holiday truce ended. Two Europeans among the injured, and total deaths over two days reach at least 29 with six European settlers among the dead.
Washington notes address before New Year remarked that post holiday unity will fade as 1962 opens. He warned Berlin tensions and Southeast Asia struggles remain unresolved, despite hopes sparked by the Christmas spirit and the Alliance for Progress.
Jack C. Toole, prominent Toole County rancher, urged Montana cattlemen to boycott breeders cooperating with Communist Russia after a Montana purebred cattle sale to Russia via Canada.
