County officials seek state guidance on licensing over-snow vehicles in Montana. Plating, pricing, and renewal dates spark debate as the June 30 expiration looms and questions arise about use on public roads during off season.

The second phase withdrawal of 35 000 American troops from Vietnam was completed with the deactivation of two units near Saigon and deployment changes for Navy construction battalions. A total 60 000 troops have been pulled back, with Nixon signaling a further withdrawal before Christmas. In the My Lai area a five hour battle left 53 Viet Cong dead and 15 Americans wounded as Americal Division and South Vietnamese forces captured prisoners.

President Nixon will speak on television and radio at 4 p.m. to discuss Vietnam progress. The address is seen as updating a November plan and may announce further troop withdrawals beyond the 60,000 already disclosed, with speculation of 30 000 to 40 000 for a total near 100 000 by year end.
