The Solid Fuels Administration ordered rigid control on soft coal shipments to ration reduced stocks for essential users. It eased prior rules and set a preference list of utilities, railroads, ships, laundries, hospitals, and other providers. Home users must drop below a 15 day supply before deliveries resume normal movement expected in about a week.
