Moscow announced a 30 year Russo Chinese treaty of friendship and alliance with nine major points including joint control of Port Arthur and the Manchurian railway and Chinese sovereignty of Manchuria. The pact pledges mutual respect for sovereignty and non interference in internal affairs and was concluded in Moscow August 14 between Premier Soong and Stalin.
