George W. Wickersham told the American Bar Association that Americans are inherently lawless and that suggestion can be more effective than penalties. He spoke to about 3,000 delegates as they debated continuing a prohibition poll among 28,000 members.
After a pursuit on Arizona street, a man named Paul Miltone was captured by deputy sheriffs and jailed on hold for investigation. He tried to change a 20 peso bill at the Arizona cafe, grabbed the bill, and fled with five such notes found on him. A fishing license in a pocketbook made to Paul Miller of Laramie Wyoming was also recovered.
Aviation committee plans for Seattle to Chicago air Derby ends in Butte with five flyers set to start. Nick Mamer, John Blum, Frank Kammer, and Bert Rouff named among contestants. arrivals in Butte noon tomorrow, lunch at Country club, then to Billings for third lap. The Butte city council adopted a 28.85 mill levy for 1930 31 and, per the ways and means committee, introduced an ordinance to form a sinking fund board. It created a revolving improvement district fund, backed electric light installations at four city points, and supported paving district requests for Ergo and Montana alleys. It planned a North Montana street improvement district and rejected bids for the Dewey Avenue sewer and East Park Street sidewalks and curbs, with readvertisement for the sewer bid. A red letter adjournment action ordered bids to repair plaster and kalfe mine the clerk’s office. The levy passed with no continuance.
Public confusion over the health of evangelist Aimee Semple McPherson grew after her mother Minnie Kennedy said the illness was all blah. Reports swirled about facial surgery, nervous collapse, blindness, and rest needs. Dr. Williams said she is improving with more rest and can see. An Angelus temple statement echoed the latest health update.
Haydn Arrowsmith supreme president of the Fraternal Brotherhood will arrive in Butte August 28 after attending the National Fraternal Congress in Detroit. A joint reception is planned by Butte and Harmony lodges. program and venue, possibly Carpenters hall on Granite Street, are not yet finalized.
A proposal to create state or local credit corporations to arrange drought loans through intermediate credit banks at up to 6 percent interest was advanced at the initial meeting of President Hoover's national drought relief committee. State relief committees across the drought area were urged to meet next Tuesday to formalize the program, as the White House meeting reviewed relief agencies and plans.
Great Falls August 20 O Warden chairman of the Montana Highway Commission says employment could reach 2000 to 3000 men this fall and winter if the state could immediately match a large share of 6 million dollars in federal highway money now available. He notes 700 to 1000 miles of highway could be started this fall and finished next year and mentions gasoline tax anticipation warrants as a possible funding method if legal obstacles are removed.
Five airplanes will depart Boeingfield tomorrow for the Seattle to Chicago air derby opening lap. Referee Major Dave Logg announced the pilots entered after lists closed at noon. Named are John Blum of Seattle, Nick Hamer of Spokane, Frank Kammer of Wenatchee, Bert Rouff of Seattle.
A group of youths cracked two chicken crates on the Henningsen Produce loading platform on South Wyoming street and stole 14 live chickens in sacks. A shipping clerk spotted the theft and alerted police who are seeking the location of a large chicken dinner connected to the case.
Forecast for Montana calls for generally fair weather on Thursday and Friday with little change in temperatures. No significant storms or precipitation expected, and conditions should remain mild across regions.
United Press surveys across the Midwest and South report widespread poverty and hunger in farm families hit by a long dry spell. Government estimates are largely confirmed as destitution is limited to pockets in grain belts with charity aiding some spared crops, notably in Arkansas.

A blast followed by a fire at a Western Maryland railroad grain terminal in Baltimore killed one workman and left another missing. Nine injured were hospitalized as the blaze raged for hours. The dead man was identified as Sylvan Pordan, a Black worker, with Carl Hammill reported missing. The elevator, split into two sections, was valued at about $250,000 by manager J A Peterson.
A mid August hailstorm in Billings and nearby areas caused thousands of dollars in damage. Hundreds of auto tops and window panes were broken, downtown street lamps were shattered, sewers clogged, and fifteen telephone poles toppled west of the city. Crop damage was minor, with glass and plants ruined in one greenhouse. Laurel and Huntley saw lighter effects.
A stout man with a ship tattoo and a bluff manner entered U S Commissioner L M Van Etten in Butte seeking transportation to Boulder Dam. He claimed the trip was for government work and pressed for transit, prompting a wary, cautious reply from the official. The matter continued on further pages.
In New York on August 20 a fire struck a Chambers Street cosmetic plant. Manager William G. Ritti led twenty top-floor workers to safety and outside, while over 150 employees escaped. Five firefighters were injured or overcome by smoke as flames heavily damaged the building.
Chicago Aug 20. Court investigator Patrick Roche raided the North Side home of Joe and Dominick Aiello seeking hidden assets and records linking the Moran Alello Zuta gang to Chicago officials. Officers seized two sawed off shotguns, a sawed off rifle, a cartridge belt with 50 shells and a strongbox of cancelled checks and papers for review.
