Washington officials said the next Congress may overhaul financing provisions of the social security program. A major proposal would avoid huge reserves by replacing treasury obligations with alternative funding, as the old age program alone could carry about 49 billion dollars in reserves.
United States authorities ordered immediate evacuation of American women and children from Shanghai as battle between Chinese and Japanese troops intensified. Marines and bluejackets were landed to secure headquarters while a Dollar line tender and liner President Taft faced cross fire from the Idzumo. Admiral Yarnell and Consul General Gauss led the three hour decision with messengers notifying American residents.
In Fairbanks Alaska Aug 15 pilots from both nations pursued a 4000 mile polar hop attempt to locate Sigismund Levaneffsky and five Soviet airmen missing since Friday. aid stretched from California to Russia as eight planes and two ice breakers pushed north from Soviet territory. Edward Woodward twenty of Mason City Iowa was rescued after a fifty foot fall near the summit of Electric Peak the highest in Yellowstone Park He suffered a broken arm and severe bruises and was carried on a stretcher by seventeen rescuers aided by two additional parties Woodward and his companion Jay Sullivan were climbing the peak when the accident occurred tonight rescuers faced steep rocky slopes to lower Woodward to a government hospital in Mammoth Hot Springs.
The German flying boat Nordmeer, launched from the Schwabenland, departed Horta Azores at 1 13 P M C S T for a 2400 mile hop to New York. From Lisbon the seaplane began its transatlantic survey as Germany eyes passenger and mail service. Britain and the U S have similar flights underway.

BEACON N Y Aug 15 Birdsall Sweet 19 year old infantile paralysis victim won another round in his six year battle to breathe without the iron lung. Doctors gave him an extra hour and a half daily of normal life on a new breathing schedule from 9 a m to 9 30 p m. He has endured long hospital confinement and periods out of the hospital, with encouragement from President Roosevelt and others as he continues studies and small outings between respirator use. He will mark six years in the respirator on September 23.
The U S Navy reports the Sacramento was damaged Sunday afternoon by two bombs 20 yards from its anchored position in the Whangpoo river at Shanghai. Admiral Yarnell said the ship was shaken but no crew were injured. A second bomb near the Ramapo oil tanker caused no damage.
Pope Pius XI, recovering from a serious illness, left his motorcar at Castel Gandolfo to walk several minutes in the gardens after a Mass for the Assumption. The pope then rode on, making his longest stroll in a year during the summer residence visit.
In Washington Senator Bridges said opponents will seek full public hearings or a Senate Judiciary Committee vote to force public discussion on the nomination of Hugo L. Black to the Supreme Court. He noted both methods are under consideration before any Senate action.
A Nanking message to Washington described the attack on the Shanghai international settlement as an accident caused by anti aircraft fire from Japanese warships. It quoted a government spokesman saying pilots were injured and bombs self released, with most casualties Chinese and some foreigners allied with China.
