President Johnson signed a 7.5 billion housing bill in the White House Rose Garden, creating a new rent subsidy of 150 million for the needy. The law funds public housing leasing across areas, new units, urban renewal, dormitory loans, and housing assistance, signaling broad civil rights ties. Justice Department presses voting rights cases as poll taxes face court challenges in Texas Virginia and Alabama. Fifty Negroes queued in Selma to register as federal examiners expand multi-state tests.

Two large Montana Neighborhood Youth Corps plans were sent back from Washington for additional paperwork. State official Bill Fredricks said it was unlikely either project would start before the upcoming school year. One rejected plan involved 200 youths ages 16 to 21 for repairing state parks and building fishing access roads under a Fish and Game Department program.
In a Gulf Stream pickup near Miami, Roberto Ramirez 35 said he shot and killed captain Rogelio Diaz and four crewmen on the old banana boat Seven Seas over a dispute about Fidel Castro. One crew member survived. two others are missing.
