President Kennedy will address the nation Monday night asserting the economy is strong and does not require an emergency tax cut now. He plans to push for tax-rate reductions next year as part of a broader tax reform to sustain growth.
UPI reports 210,000 on train workers won a temporary injunction stopping railroads from imposing sweeping anti feather bedding rules that could cut at least 65,000 jobs. Judge Perry kept the injunction while appeals proceed, halting a potential nationwide rail strike.
Negotiators for Local 6001 United Steelworkers and Anaconda Co. met for about four hours in the Marcus Daly Hotel. After extended bargaining, sessions recessed to the week of Aug 20 at union request. The union represents mill and smeltermen of the Anaconda Reduction Works. first time under the steelworkers banner for the smeltermen.
Former President Herbert Hoover on his 88th birthday urged creating a new council of free nations with power to intervene when the United Nations cannot act. He said the UN is weakened by Communist forces and urged a strong world body to preserve peace. Harry S. Truman praised Hoover and aided his remarks at the Hoover Presidential Library dedication in West Branch, Iowa. A Kennedy message lauded Hoover's public service legacy.
Rep. Durward Hall charged that the Kennedy administration food stamp program serves as a political slush fund for Democrats. He urged a House investigation, saying 25 of 26 districts in the pilot program are represented by Democrats, with one Republican district in a mining area of Wisconsin.
The Senate defeated three attempts to derail the administration's communications satellite bill as debate continued. Senator Morse's anti-filibuster resolution failed 70-14, and Democratic Leader Mansfield planned a rare Saturday session to extend talks starting at 9 am.

In Helena two brothers attempted an armed robbery at Wing Shing grocery on Last Chance Gulch. Richard Best, 21, was wounded in the shoulder during the confrontation. Ralph Best, 23, was captured in his car within an hour. Ralph admitted planning the robbery and past burglary of a Three Forks service station for the gun used. A charge of armed robbery was filed against Ralph. a similar charge awaits Richard after hospital release.
Britain orders Israel's El Al to place Soblen on a chosen flight to New York to serve his life sentence for spying. Soblen, 61, remains in Brixton Prison after stabbing himself to avoid transfer. Israel expelled him for entering on a false passport following his bail jump in New York.
A truck rear collided with a parked car on U S Highway 2 about 10 miles west of Havre killing Jack J. Joachim 37 a farm laborer from Mitchell South Carolina. Driver Charles E Murphy of Great Falls was hospitalized with non life threatening injuries. The toll for Montana traffic in 1962 rose to 141 versus 169 a year earlier.

A House subcommittee chaired by Rep. Gracie Prost advances a revised wilderness bill covering 6.82 million acres. It allows existing mineral, lumber and grazing rights to continue in designated areas with a 10 year mining window and required surface restoration before federal surveying for mineral values. The measure proceeds to the full House Interior committee.
