New York Aug 10 A Wickersham commission report to President Hoover urges a constitutional amendment to curb brutal police practices known as the third degree. The study cites two score cities with proofs and condemns unfair speedy prosecutions while provoking widespread police denials and rhetorical clashes nationwide.
Governor John E. Erickson urged organizing drought hit counties into districts to implement relief locally. He said Montana must mobilize its own efforts and maximize local relief work to attract outside aid, noting no state emergency fund but a commitment to aid. Estimated details continue on later page.
County commissioners announced the levy for the coming fiscal year will match last year at 22% mills for all county purposes despite a $13,000,000 drop in Silver Bow county’s assessed valuation. General fund cut to 11.5 mills, road 2, bridge 4, poor 6, bond sinks 2, bond interest 1, with school districts raising several levies, including an 8 mill high school fund and district No. 1 general school at 8 mills plus 10 mills for the district.
Butte council fixed a total levy of 36.85 mills for the coming year with an 8 mill special levy to cover the $896,556.98 1931 bond issue. General fund 12 mills, road fund 5, sinking funds 3.5 and 6 mills, library 1.5, and a 2% reserve are listed, with 17 mills allocated to debt service. Continued on Page 2.

Helena Aug 10 Montana’s taxable property on the assessment rolls totals about 1.308 billion dollars this year. County assessors reports show real estate 780,238,155 livestock 55,604,811 personal property 221,042,459 plus intercounty public utilities 246,823,311. Net proceeds from mines and royalties add about 4.5 million. Overall down about 100 million from last year with declines across real estate livestock and personal property. Mine proceeds and utility shifts are noted with boards taking over power distribution lines.
Youthful baseball stars from Montana Miles City Idaho New Plymouth Washington Seattle and Oregon Portland arrive in Butte to contest a three game series at Clark park. The winner advances to Colorado Springs for the all western championship and potentially the national title with Houston Texas later in the month. More than 100 teams competed in the four state elimination race.
Helena Aug 10. Twenty six race horses were saved from a blaze that destroyed an old barn east of the pod on the state fair grounds. A leaky oil stove caused the fire. Horses named Laguna Orphan Hills Ojo Dr Billy Kenta Jack G were among those saved, with nearly 200 others kept for the state fair race program as the exposition neared.
Seven people died when a fast suburban passenger train crashed into a stalled automobile on the Chicago Milwaukee and St. Paul line at Glenview. Victims include Bruno Woods and his wife, David Rutkowski and his wife, their two young children Martha and Henry, and David Dizerowski.
The Daily Mail dispatch from Han kow reports Chinese coolies attacked and severely beat two American and five British subjects, including a woman. Victims were taken to a police station, where authorities refused permission to contact British and US consuls.
Rev. John Childs, a negro preacher, slashed Margaret Sparrow after a Sunday revival at the tabernacle in Annapolis. Officers recaptured him at his Baltimore home. Sparrow, wounded but alive, was rushed to a local hospital.
Milan dispatch reports taxi driver Giuseppe Belloni turned over a bag of jewels left in his cab by Mrs Irene Anne Coleman known as Ann Murdock. Coleman valued the gems at 9,000,000 lire about 470000 dollars. She had reported the loss but authorities had found no trace before the driver brought them in. Coleman is en route to Rome.
In Colorado Springs 18 year old Glenda King who was with 19 year old Lewis J Palmer when he was shot was rearrested after refusing to sign a confession. Her step father R G King and former football star Floyd Spears were taken for questioning and arrest. Spears named by King as Palmer’s killer earlier, now claims innocence as alibi checks continue.
President Hoover, born 57 years ago in West Branch Iowa, marked his birthday with a morning motor from Rapidan to the White House and an afternoon at the executive offices. No public celebration was staged, but Filipino cooks and mess-boys provided cake with a congratulatory inscription saying Many more happy birthdays.
Berlin August 10 heavy police guard the Buelow Platz communist center after a bloody riot. A lock was placed on the Karl Liebknecht Haus and the Rote Fahne newspaper suspended for two weeks. Police kept a tense crowd as two officers were killed last night and twenty five communists were questioned over the Basel Berlin express wreck Saturday.
Members of the Butte Business and Professional Women's club plus visitors from Deer Lodge and Anaconda gathered at Gregson Springs for the annual picnic. A caravan departed at 5 15 for the grounds as an impromptu program unfolded with talks songs and community singing. The weather was ideal and the event was hailed as one of the club’s most successful.
A forecast shows fair conditions in eastern Montana with unsettled weather in the west. Temperatures rise in the east on Tuesday as conditions warm across the region, while the west remains unsettled with mixed skies and possible showers.
