President Johnson asks Congress for a 10 percent surcharge on personal and corporate income taxes excluding the lowest incomes to curb a projected budget deficit up to 29 billion dollars. If approved, the tax would start Oct 1 and affect wage withholdings immediately, with a 2.5 percent addition next April for 1967 filings.
GM opened negotiations by presenting its first proposal as UAW seeks gains ahead of contracts expiring Sept. 6. The labor group has pressed for no tampering with the cost of living escalator tied to the consumer index, which has boosted wages by 18 cents hourly under the existing three year pacts with GM Ford and Chrysler. Walter Reuther warned against any alteration, signaling potential strike risk if provoked. Louis Seaton said GM would propose modifications to the COLA formula, as it did in 1961 and 1964.

Saigon reports a drop in combat casualties with 114 U.S. soldiers killed and 893 wounded in the week ending Saturday, the lowest since six months. Enemy losses totaled 1,399 killed, while the kill ratio reached 68 to 1 in favor of Allied forces.
Israeli police launched a full scale search after thieves stole a priceless diamond studded gold tiara from a Virgin Mary statue in the Franciscan Chapel at the Church of the Holy Sepulcher. A glass case protected the statue and a large heart said to be solid gold along with a candlestick near Geant Oritodos altar were reported missing.
