In Washington on April 19 President Roosevelt told a Junior Jackson day dinner that the Democratic Party must not turn conservative. He urged dissenters to subordinate prejudices or join a party that matches their views, warning that a reactionary regime would be the other fellow's.
Le Havre reports government orders heavy armed guards aboard the Normandie after warnings of sabotage similar to the Paris fire. A time bomb was said to be found aboard the 79 280 ton liner, with Saferete Nationale forewarning an attack. Naval officials note Paris could have become a troop transport and Normandie an aircraft carrier in war.
Two liquor permit applications were heard and one granted. Mary Cavanaugh’s license to sell liquor in bottles at 601 East Mercury Street was approved. The Mikulich inquiry for beer and liquor licenses at 129 South Arizona Street was tabled for more time. An order for a $495 demountable ladder for Harrison Avenue lighting was approved from next year’s budget.
Members of Silver Bow Post No 1 American Legion rifle team were honored at a Legion post and auxiliary meeting. The team won the Paul V. McNutt trophy as national champions and received a national citation from Legion headquarters. Captain A E Morill accepted the citation for the team, which included Maurice Ethier Mickey Sullivan Louis Buettner Al Nordhagen and Fred Lehn after competing against 32 departments.
The Senate plans to consolidate relief agencies into a single public works entity, merging the Works Progress Administration, Public Works Administration, and Civilian Conservation Corps. The plan, chaired by Senator Byrnes, aims to streamline unemployment relief with minimal opposition, aided by four Republican endorsements.
Flood danger subsides as the Ohio River crest levels hold steady at Cincinnati and Portsmouth. Red Cross official Lambert Hehr says the emergency is over and trucks and boats are released, though refugee stations stay open. Two more Kentucky deaths raise valley toll to at least six.
In Columbus Ohio three partners in crime father son and friend were executed for the murder of Springfield officers Patrolman Martin Randolph and Chief Deputy Sheriff Edward Furry following a cafe robbery and gun battle at the Dingledines cottage on September 3 1937. Harry Chapman 37 Henry Dingledine 29 and Harry Dingledine 56 were put to death after protests on their lips.
Generally fair conditions forecast in Montana with warmer temperatures on Thursday and in the eastern portion on Friday. The outlook highlights dry skies and rising temperatures across the state.

Dr Edward Benes former president of Czechoslovakia told a Patriots Day program that authoritarian regimes in Europe are in a far worse position than democracies. He warned Europe will not collapse and that democracies will ultimately prevail despite European missteps.
At Anaconda on April 19 the Anaconda Copper Mining stockholders re elected James H Perkins William C Potter and James R Hobbins to three year terms. D M Kelly was named chairman and E B Frazer secretary as the 1958 president’s report was accepted for filing. The firm lists 107 917 stockholders of record as of December 31 1938.
The Senate endorsed a national defense bill authorizing 66.8 million dollars for naval air base projects. It adds 17 million for a Jacksonville base and Banana River seaplane base in Florida, plus 1 million for land at Quonset Point Rhode Island. It removes Guam harbor improvements and includes 1.8 million for an aeronautical engine and materials building at Philadelphia plant.
Rome reports said Mussolini would address Campidoglio tomorrow with a potential draw from Roosevelt’s call for at least 10 years of European peace. Il Duce’s speech may focus on international affairs and Italy’s reaction, possibly deferring to Hitler on axis matters.
London reports Britain will not encircle Germany in any alliance. Foreign Secretary Halifax says no such idea will ever be part of policy as cabinet accelerates armaments and seeks Soviet air pact. Chamberlain presses for greater help and alliance, with continued talks on Moscow.

Brush and forest fires swept the Pacific Northwest causing three deaths and extensive damage to brush and second growth timber. Washington and Oregon crews battled 100 plus fires amid dry conditions and low humidity delaying containment.
Harry Wilburn Stanley, an alleged ex convict, faces a burglary charge in an information filed by the county attorney. He is to go on trial before District Judge J. J. Lynch this afternoon, after a civil action expected to go to the jury this morning. The case, moved from Judge Downey's department, concerns the March 4 burglary of the Fred Young jewelry store.
