Thousands march peacefully in Saigon praising a military government decree ordering a civilian regime election within three to five months. Buddhist leaders say major demands met, with next steps including election method rules candidate lists and safe voting areas, though details remain unresolved.
President Johnson and family arrive in Mexico City amid a cheering crowd estimated up to a million. Security forces sweep the route as mariachi bands perform and a Lincoln statue dedication is planned with Barry Goldwater in attendance.
President Johnson signed a measure to standardize daylight saving time, forcing nationwide DST from the last Sunday in April to the last Sunday in October. States may opt out. if no action is taken, they join daylight time automatically. Butte’s city council must amend its DST ordinance to conform.

Some 35,000 miners, including West Virginia workers and women on picket lines, continued a fourth day of wildcat action. The dispute centers on deeper underground mining costs versus Peabody style strip mining.
