Mayor Jimmy Shea of Walkerville, facing a 45.2 percent turnout on Monday, secured a 12th term without evident anger. He is pictured Tuesday buying a hat for Mayor Vern Griffith of Butte, a friendly bet stemming from the election.
Loyalist forces recaptured La Plata and Buenos Aires suburbs driving rebels from the riverfront and out to sea. The government softened on reprisals, calling for a cease fire, while navy officials resigned as the revolt faltered. Rebels still held scattered positions and the fleet, along with Mapin Garcia Island and Trelew airport, remained under their control.
The Tass news agency said Moscow invited a high level meeting with China to resolve their split. The Soviet letter suggested May 15 1963 as a possible date and offered Mao Tse-tung a warm welcome if he visits Moscow.
In Macon Georgia an angry white crowd attacked a smaller group of Negroes in Tattnal Square Park with rocks sticks and bottles. One Negro man was beaten and a white newsman was stoned. The clashes followed days of racial tension in the city.
Soviet fighter planes fired on a private British TV star Hughie Green's plane and tried to force landing in East Germany. Green refused and proceeded to West Berlin after filing an official flight plan. The US condemned the incident as an outrageous violation of air safety rules in the four power corridors. The Soviets protested in Bonn claiming Western use of the corridors was limited to military aircraft on official business.
President Kennedy cut the foreign aid budget to 4.5 billion, adopting Clay Committee recommendations and vowing stricter standards. The move drew mixed reactions from lawmakers and aid officials, with a 420 million net cut across military assistance, outside-Latin-America development lending, and the contingency fund.
The Soviet Union launched the 1 ton unmanned Lunik IV toward the moon with a 3 day 230,400 mile flight to gather data and hinted at a possible robot lander to precede manned flights. Tass suggested a robotic station could be deployed as preparation for crewed missions.
The United States called the incident involving two Cuban MIG fighters firing across the bow of the Floridian in Caribbean waters closed after Cuba delivered a note through Czechoslovakia’s ambassador Miloslav Ruzek. Cuba apologized and pledged safeguards to prevent recurrence while urging stricter actions against anti-C Castro refugee attacks. Ruzek said the firing occurred in error during a pursuit of an unidentified vessel.
The nation’s railroads announced plans to enforce sweeping anti featherbedding work rules at 12:01 a.m. Monday across 190 Class I lines. The NMB urged President Kennedy to establish an emergency factfinding board to avert a nationwide strike and seek a compromise in the long-running dispute. Union leaders and railroad negotiator J E Wolfe expect quick presidential action to prevent a strike, while urging early board appointment.

Gov. Tim Babcock announced five appointees to the new State Board of Public Institutions. They are Dr. Herbert Caraway, Milo Dean, Mrs. John Cromer, J. E. O Neil, and Clayton R. Herron. The bipartisan panel will oversee nine custodial institutions and hire a director for the new department, effective July 1 with a 140000 dollar biennial budget. Terms vary from one to five years with party and district considerations.
The United States launched a 410 pound Explorer satellite aboard a Delta rocket from Cape Canaveral to study earth’s fringe atmosphere. The 9 story booster lifted off at 9 p m EST as the Soviet Union’s Lunik 4 moon probe soared toward the moon, drawing brief attention away from the American mission.
