A proposed act restricts shipping and receiving intoxicants within the state to limit sale and distribution. Sections outline quantities, permits, medical exemptions, penalties, and enforcement, with a March 1 1915 effective date and provisions for grain alcohol permits for medical use.
Jesse P Walker, 35, once jailed for the 1908 murder of Sheriff Stanland at Southport, was seized by six officers near a dredge launch after a hod of guns and knives and a reward of 3250. His brother-in-law Frank Leonard was present. Walker had escaped jail six years earlier and was sought dead or alive.
Fifty three miners were rescued alive from Layland mines of the New River and Pocahontas Coal Co after a Sunday explosion. Rescuers opened brattice passages, found five men who greeted them with tears and kisses, then uncovered 42 more in entry No 10 after two days of darkness. Heroic efforts by McMilan and Whalen to block gas and damp saved others yet many bodies were recovered and over 30 men remained missing.
