The Naval Reserve Brings Graduated Retirement and Retention
Congress authorized the naval reserve to boost navy efficiency and reenlistments. It creates a twofold benefit by paying experience-based retirements and allowing transfer from active service after sixteen or twenty years. Members may pursue civilian work but must remain ready for active duty during war.
