Rape Excuses for the Unexcused
Baytown police officer Charles Shafer spoke at a November 9 Crime Prevention Seminar on women safety and rape prevention. He noted victims ranged from 11 to 82, with many under influence of drugs, and highlighted crime-scene preservation and practical safety steps. He cited a drop in Baytown rapes from 32 in 1974 to 14 by November this year, and stressed seeking help from centers and alert preventive routines.
