Treasurer's View of State Finances from 1902 Report
South Carolina State Treasurer Jennings summarizes fiscal strain in the annual financial report. He notes appropriations exceeded tax revenues by over 100,000 dollars, forcing a 300,000 dollar loan to cover current expenses and interest. He warns that under current levy levels a 1.15 million dollar annual appropriation would require loans and higher interest. He argues for a temporary levy increase and criticizes tax extensions that favor capitalists and corporations. He cites December tax timing and emphasizes cash-basis restoration, with detailed accounts to follow in separate statements.
