New Orleans January 8. E 8. Pet ers, president of the Texas Cotton Growers Association, arrived here saying Texas will absorb every bale of surplus cotton. The plan offers an eight percent advance of 25 cents per bale for surplus cotton in Texas and the Territories, regardless of market price.
