Richland man fined for hobbling horses with baling wire
O Y Anderson of Richland was fined 75 dollars and costs totaling 100.15 in Justice Staser's court for cruelty to animals after witnesses said he hobbed horses with baling wire and kept them in that condition until they were lamed. He claimed leather hobbles were stolen and he substituted wire. neighbors reported the cruelty, and Deputy Copeland removed the wire and notified Prosecuting Attorney Hamilton.
