The plan would add to the existing ten percent for schools and, with Wyoming’s share, fund a road from Cottonwood Creek to Cottonwood Lake in Star Valley. The road would open access to Doughnstir timber and improve travel for residents to the trout lake near Smoot, enabling farmers to obtain timber and water permits.
