For Old Jackson County
A Few Facts and Figures to Show
That the Cutting off of “Jack-
son County” Does Not Mean
Higher Taxes, but Better Roads
and Better Service for the Same
or Less Amount of Taxes.
The question of the division of the “Great Empire of
Stanley” as the Bad River News is pleased to term
Stanley county, is upon us and is being discussed on
every hand. That county division must come sooner
or later is admitted by practically everyone. While
there lias been considerable of a feeling that the time
was not ripe for a division, the steps which have been
taken and the enthusiasm in all parts of the county in
the matter would lead one to believe that now is the
accepted time. The difficulties which have prevented
a large number of our citizen-from visiting our present
county seat, together with the expensiveness of such a
trip the great expense which is entailed during each
term of circuit court and the extra time which our cit-
izens are forced to lose when required to visit the coun-
ty seat, are the things which make the average citizen
rerli:"’ more than ever the need of a division of the
County. The only arguments which are raised against
division at this time are those of increased expenses
and higher taxes. The argument is advanced by someUnd higher argu ent ac
that the country is too new and that!
there are too few settlers to support
U county of our own.
In the first place let us look into the
financial affairs of Stanley county and
see just what shape they are in.
The quarterly statement of the
county auditor for the quarter ending
Dec. 31, 1909, shows resousces to the
amount of $506,049.88 and liabilities
to the amount of $269,271.70 which
would leave a net balance above li-
abilities of $236,778.18. This is a nice
little nest egg that the citizens of j
Stanley county have been accumulat-
ing for several years past. This wilt'
come in very handy just now when ¦
the county division is in prospect. |
That the organization of a new coun-
ty costs, no one will deny, but the
proportionate amount which each new
county should receive of this whole
amount would be sufficient to estab-
lish all of the new counties and build I
in each a substantial court house
without a cent of extra expense to
to the tax payers of the county.
When this condition of the county
affairs is considered at least one item
of the expenee bugaboo is dissipated.
Now let us look into the expense of
operating the proposed county of
Jackson. Au investigation of the as-
sessed valuation of that portion of
Stanley for 1909 shows that itamounts
to $1,692,000, in round numbers. At
the present time the taxpayers of
Stanley county are paying a levy of
1!) mills for state and county expense,
or 4 mills state tax aud 15 miles coun-
ty tax. On the above valuation a
levy of nineteen mills would produce
and income of $32,148 or at fifteen
mills a net income of $25,280 exclusive
of all other sources of income. Now
let us see what the expense of operat-
ing such a county Would be. Estimat-
ing on a very liberal basis for a coun-
ty of twenty-four townships the coun-
ty officials, salary would amount to
SIO,OOO annually which would leave
over $15,000 for the other necessary
expenses and which is a sufficiently
large amount to conduct the affairs
and gives a lacal government where
the people can bo in touch with it.
Here in the proposed Jackson county
territory we are represented in the
present corps of county officials by a
single official and that the county
coroner. Not even a county commis-
sioner here to look after our wants.
With our county set off we would
have five commissioners who would
each have the supervision of four or
five townships aud matters needing
action could at once be brought to
their attention. The officials coming
from different parts of the county
would also have an interest in their
particular portion and hence affairs
could be administered in a much bet-
ter manner than at present. Under
the proposed plan of division the
county seat could bo easily reached
by every citizen and thus that indi-
rect tax upon every citizen who make
the trip to Fort Pierre, would bo re-
duced to a minimum. The more one
studies the proposition the more
every fair minded man must be con-
vinced of the wisdom of the move at.
this time. The figures above given
show conclusively that division does
not mean added expense to our tax-
payers hut on the other hand a local
government without extra expense
and the right to spend our money for
improvements where we need them
and not in some favored locality
which has a pull with the powers that
be. We are not making this asser-
tion as a slam at our worthy county
commissioners but it is a well known
fact that the improvements a*> a rule
are forthcoming in communities which
are more immediately under the ob-
servations of the various officials and
we in the south end haying no such
officials are left out.
The more the proposition is studied
the more one is convinced that now
is the time to divide the county.
The plan for the four-county divis-
ion establishes a county to be known
as Jackson county of all that part of
Stanley county south of the base line,
a county to be known as Sterling
county of that portion of the county
lying north of the township line be-
tween 3 and 4 north and west of the
east line of township 24-c. This leaves
a tract of twenty-four townships be-
tween the two proposed counties for
which petitions are now out which in-
cludes much of the territory of old
Nowlincounty, and which if the res-
idents of that portion so desire may
also be petitioned for a vote next fall.
Looking at the matter fairly the
only reasonable division of the coun-
ty lies in a four county division. The
people of the north end are a com-
munity within themselves and as such
desire local government. South of
Sterling county is the teritory adja-
cent to the Northwestern road which
naturally is a territory of itseiy, then
in the south end is the proposed Jack-
son county which embraces the ter-
ritory adjecent to the Milwaukee and
is another seyarato territory. This
gives three distinctive territories in
the west end and one iu the east
which makes the only logical division.
Reports from Sterling county a”e
Ito the effect that the committees al-
l ready have the required number of
signers to submit their county propo-
sition to a vote and by the end of
next week will practically make it
unanimous.
The Jackson county petitions have
in much better now than at any sub-1
sequent time, and now is the time to I
do it, presenting the petition when it |
would be most effective. It might be
well to call a mass meeting of this
territory, asking for delegates from
Old Sterling and Fort Pierre way.
Such a meeting might be able to de-
vise some means for deferring the
proposed opening until a time mon
svitable to all concerned. Should it ;
be found that this could not be ac-
complished, nothing remains but to ,
co-operate with Old Sterling for a
four-county division. Of course any-
one hates to pay taxes, but who wants
to pay taxes for a courthouse at Phil-
ip? And who wants all his road tux
spent in building nice roads into
Philip? Not I, thanks.
Later advices stare that a mass
meeting will bo hold at Belvidere on
Saturday evening. Everyone invited.

Philip Declares War.
Philip has out a petition for two
county division. In response to the
invitation for war the people in the
north end of the county have got
busy and have joined forces with
those along the Milwaukee railway
and have out a petition for a separate
county of 28 townships in the north-
western part of the county, the lines
to l>e drawn between 3 and 1 on the
south and 21 and 25 on the east. This,
of course, means four county division
as Kadoka and other towns along the
Milwaukee are petitioning to have a
south county carved out with the
north boundary on the base lino, four
miles south of Philip.
The past week Philip has persistent-
ly refused to meet and discuss a
boundary line but have gone right
ahead with their two county petition.
It was up to us to do something so we
got busy.
Should Philip bo able to pmh their
division through it would be years be-
fore we ever got a county of our own
It would be the same old story over
again, with our taxes building up
Philip instead of Fort Pierre. When
Philip gets her court house paid for
good roads, bridges and other im-
provements made, with north end
taxes, in fact when we have been
bled to a queen’s taste, we may be
allowed to ha'e a little part of the
north country for our very own, say
from Topbar on north, ajid we can
start in again and build up another
county. It is unreasonable and un-
just and the north people say Nay!

petition, otherwise they willremain
in Stanley wounty and pay their re-
spects to Fort Piere. That is mmp of
our business. All we have to do is to
look after the petition in our own
part of the county and we willneed
only 425 signatures.
After our petition is secured then
we must remain in working harmony I
with the people along the Milwaukee ;
and support them at the election in '
return for their support. There is i
nothing else to bo done. Philip has 1
refused to talk with us, is going ahead '
with two county division irrespective
of the wishes of the north and south ;
people, and it is now too late for any
other action. Kadoka has said they
would stand by us and we have said
we would stand by them.
The people in the east end arc get-
ting their share of the territory and
willsupport us. It is immaterial to
t hem so we do not step on their corn

A county division club has been or-
ganized in the north end and it is
rapidly spreading to every communi-
ty, Tke memlYers ) ledge themselves
to worn in harmony with the people
along the Milwaukee.
The people east ot Plum creek are
at work and Eb Jones willhave ac-
tive charge there. He assures us that
they are opposed to two county divi-
sion there to a man.—Milesville Citi-

If the editor of the Wokama paper
would take a map if Stanley county,
draw a blue line north from the cor-
ner of Lyman six miles then west to
Pennington, draw another through
the county on the B. H. base line
south ot there, make a red mark
where Wokama is located, taele the
map on a wall, stop back and take a
good look—what would happsn to his

now been before the people a little
over a week ami at this time have
fully four hundred signers and need
less than four hundred and fifty t->
have a majority. Thus the matter
is progressing and the people will
have a chance to settle the matter
this fall once for all. The citizens of
the south end in charge of the divi-
sion proportion arc co-operating with
those of the north end and by their
united action expect to be able to
bring this proposition to a successful
conclusion.
The matter has progressed so far
that the matter will be one of the
propositions to be settled at the polls
next November.
Ccunly Division.
The wires have been kept hot ovi r
the county theucdaysby transmitting
news; opinions, and suggestions con-
cerning the proposed county divison.
It seems that Philip wants the Earth,
as usual, aud Old Eerth is making a
vigorous kick at being so uncerimoni-
ously rolled. Without reference to, or
consultation with any other portion
of the vast domain comprising the
West Side, Philip goes to work in r
very strenuous way, circulating their
petitions to have the county divided
in two parts, expecting, of course, to
have the county m at themselves. Old
Sterling first awoke to the true state
of affairs, and called a meeting in
which resolutions were passed, calling
or a division of at least three parts,
snd four if Old Jackson County should
want it that way. The residents
along the Milwaukee road did not
know how far the affair had progress-
ed until about ‘ho first of this month.
Then the voters at Kadoka got to-
gether the evening of election day
and ratified the proposition of the Old
Stirling people to petition for a four-
county division. They made out their
petitions at once and sent-one to In-
terior for signatures. There seems to
be a belief among some people here
that if no one here should sign this
petition there could lie no division of
the county. Do not believe it! If
you willbut think a moment you can-
not credit such a thing. This matter
has already gone too far to recede.
Should the Philip contingent persist
there willbe a division as sure as the
sun rises and sets in the bad lands.
While a great many would rather wait
a year or two, It is our opinion that
such a measure should have been
brought forward much earlier in the
game in order to become effective.
Now, it is too late, and the only thing
left for the people of Old Jackson
