Separately Robert Palmer, accused of mail theft, was released on bonds of 2500 after testifying at Chicago hearings. authorities say federal prison time is likely. Mrs Palmer, heartbroken, stays with her parents in Lockport as details emerge about decoy letters and a $1 bill found in a suspect letter.
