After months of investigation and hours of floor debate, the county board approved the tract index system by a 22 to 16 vote. The decision came as the crowd fell silent at Clerk Mottinger's announcement, with several members stepping aside during the roll call.

William Berthtot was shot down while attempting to flee from the prison quarries as time ran low last evening. The incident ends a bold escape bid with authorities pursuing suspects.
William Berthott, convict No. 9220 from Cook County serving a larceny term, was shot by Keeper Reichert during a prison escape attempt at Joliet. A bullet hit his back and another his leg. the lung was penetrated and recovery is unlikely. Berthott, part of the quarry squad, had been found with a concealed knife. guards pursued him toward the east gate and a guardhouse before Reichert fired.
Mrs Arthur C Bly was examined for sanity before Judge Cowing and a commission of Drs Dougall and Higgins in a county court and committed to the state hospital at Kankakee. Dr W H Curtis testified she is mentally unbalanced and needs treatment. She came from Moline about sixteen years ago, once named Emma Moline.
Tucien Pickett, released on parole at 9:02 this morning after a June 1908 sentence for bigamy, was seized at the gate by United States Marshal Walter Wainwright and Post Office Inspector Heck. He is to be taken before Commissioner Foote in Chicago to face charges.
Articles of incorporation filed in the recorder's office establish the bank with 100000 capital. Incorporators are F. W. Werner Adam Groth and Charles E. Woodruff. Deputy Auditor Meyers verified a $100000 thousand doll ar bill wad presented by Ervin T. Geist at the Cede Exchange Bank Chicago. The bank will begin business soon and occupy space in the First National building.
A Chicago bankers delegation visited Joliet last night led by Frank C. Russell assistant sub treasurer of Chicago. Russell greeted many old-time friends noting he once worked at the prison as a clerk and had shared quarters with M Mulock of North Chicago Street for many months.

Louisa Faser sues Peter K Faser for 122.66, Rose Faser sues Peter and Louisa Faser for 106.59, Louisa Faser sues Peter K Faser and Annie Faser for 1484.13, and Fred Grassle sues Adolph Kuebler and Teela Kuebler for 266. Each case seeks monetary recovery in listed amounts.
A Clark Transfer Co wagon ran away on Van Buren street but Earl J. Perry the driver leaped aboard and halted the team despite a broken bit. Spectators cheered as he saved potential accidents. A motorcycle rider in Cass street fell but escaped with bruises as police enforce an eight mile limit.
Chief McMasters returned from a week long Buffalo N Y convention of police chiefs praising the event. Robert Manning’s house, located a quarter mile south of Manhattan, burned to the ground about 5:30 this morning. The total loss left only a stove and poker, with the chimney blamed as the likely cause. Manning lit the kitchen stove then tended farm chores. returning, he found the home engulfed and no one injured. Nearby buildings were saved due to quick attention.
