London and Madrid reports cumulate in accusations against the United States for its neutral stance as England Germany and Italy press for Venezuela redress. Parliament addresses the South Africa war and Venezuela crisis while France prepares to dispatch representatives to Caracas.
Local representatives H. J. Schlantz and E. T. Geist impressed Illinois circuit clerks and recorders at the state convention, leading to Joliet being selected as the next meeting city. The vote yesterday set the August gathering in Joliet.
In Scranton on December 18, miners and employed workers who returned to duty described violent harassment by strikers. Frederick Reynolds reported being attacked and shot at. John Hoffman recalled a mob forcing him from his home and damage to his property. Duncan McIntyre and his wife said they were hanged in effigy three times as strikers mocked his wife’s condition.
Vienna reports a brutal clash between strikers and Cossack soldiers at a post off Russia. About 30 000 strikers faced 2 000 Cossacks. fighting left 300 dead and 1 000 wounded, with many women among the casualties and the czar burned in effigy.
In Nice on December 18 the Franco Italian duel between Kirchoffer and Marignac and Italian opponents Scovega and Pessina was fought. Both Italians were wounded.

In Sixth Ward a chicken thief shot Angelo Chignoli as he pursued a raider moving away with fowl. Chignoli wounded in the knee, attacker fled. police later captured suspects but could not confirm a individual. Mills plan a two week shutdown for equipment upgrades amid holiday layoff.
C B McDonald of the Diamond Contract company was transported from Wheaton to Joliet to serve a ninety day jail term in Will County. He had been a Wheaton jail prisoner for months following prior dealings while in charge of the company. His attorney pleaded guilty in local courts and the sentence was to be formally imposed today.
Rumor reached the sanitary district that President Roosevelt may appoint Isham Randolph to the Panama canal examining board of engineers. Randolph, a chief engineer, denied favorable consideration but noted a prior notification from Illinois defection in congress. A Washington dispatch says Representative Mann urged Randolph’s selection for Chicago representation. The president reportedly said Randolph is the kind of man he has been seeking.
The Jo liet League Baseball team gains incorporated status after Springfield papers arrive. With $1,500 subscribed, President Sexton will be notified to finalize plans, and Manager Tebeau will begin signing players once the board approves.
