Berlin Oct 21 government defeated in Reichstag test votes on the tariff bill. Wheat vote 14 to 145, rye 187 to 162 with National Liberals Socialists and Radicals in minority. Chancellor Von Buelow insisted the bill protects agriculture while pursuing commercial treaties, warning against dissolving the Reichstag or yielding to amendments.
