Two old friends President Roosevelt and Governor General Wood of Cuba meet in the White House conference room. A long walk and talk unfolds as Leonard pushes for a thirty mile tramp, but Theodore chooses a shorter twelve mile route, saying not an inch less.
In a White House meeting President Roosevelt and General Wood, paired by years of friendship, map a rapid transfer of Cuban affairs to the Cuban Republic. Palma is slated to be inaugurated May 1, with American control ending at that date as evacuation logistics proceed, including coordination with Secretary Root and the War Department.

COLON Colombia March 22 The Post Office Department issues a decree from Bogota January 29 doubling all postal rates to countries in the postal union. The decree is in effect. The gunboat General Pinzon is due to arrive soon from Barranquilla with troops under General Berti. Liberals at Chiriqui reportedly raise funds by shipping cattle to Corinto Nicaragua.
Sheriff Wiser of Plattsburg Missouri and prisoner Christian Co Nelson headed for Plattsburg after receiving charges. Sheriff Hendrickson of Conway Arkansas followed with a warrant for Nelson as more alleged wives surface in the bigamy case.
In Manila on March 22 the court martial for Major Littleton Waller heard Captain A T Marix outline five defense points including firing party work and necessity of executions in Samar. Captain Porter testified Waller followed General Smith’s orders and warned troops of treacherous foes as cholera efforts rise in health campaigns.

St. Louis authorities arrest Charles F. Reuter also known as George W. Werner on charges of using the mails to defraud. He allegedly targeted about 30 women nationwide by promising marriage and urging correspondence. Inspectors lead the case as they pursue conviction.

In Canandaigua New York a five year resident known as William C Howard died after taking two tablets for a throat ailment. Autopsy reveals the deceased was a woman named Alice M Howard who had married Edith Dyer in 1892. A child was born to the supposed wife and two men claiming half brothers attended the funeral. An inquest is planned to shed light on the case.
