Washington March 15 The promotion for Commissioner of Pensions Evans may become ambassador to Mexico if vacancy by Clayton retirement. The President may appoint the civil service commissioner W A Rodenburg to Harry Garfield. Willis D. Vandeventer favored for Interior Secretary. President Roosevelt sent to the Senate two veto messages on private bills. One would grant an honorable discharge to Charles H. Hawley, a former lieutenant in the Sixteenth Connecticut, while the second would relieve James W. Howell, a member of Company H, Fifty-fourth Illinois, of court martial findings thirty-seven years after the fact. He argued against reopening historical military decisions and stressed the value of genuine honors for veterans.
In New York on March 18 Justice Mayer continued the Florence Burns murder hearing as witnesses testified. The accused allegedly killed Walter S. Brooks after being involved with his son, with Brooks citing marriage and money concerns before his death. The court will hear arguments on admissibility of post arrest conversations before adjourning to Saturday.
New York March 18 Max C Mayer formerly with Rathborne Mayer Rathborne was arrested at Bayonne New Jersey on embezzlement charges totaling about 10 40 He faced Judge John A Blair in Jersey City on a 4500 embezzlement warrant and was released on 25 000 bail An indictment followed from the New York county grand jury Mayer claimed he did not intend to flee and said he was in New York most days and only came to New Jersey to spend the night with his mother He said a detailed statement would be issued by his lawyers and blamed dissolution of his partnership for the trouble
Democrats erupt in excitement over the Crumpacker plan to investigate representation in Congress amid restrictive suffrage laws. Hill Bryan and Gorman oppose the probe as political weaponry while Crumpacker advances preparations, with Rhode Island and Massachusetts cited as affected states.
Special to the Indianapolis Journal Washington March 18 W J Bryan urged Democrats in Congress to favor Tom L Johnson of Cleveland over Hill Gorman and other Eastern leaders He argued for a West inclusive campaign committee and said Johnson could supply money political experience and vigor He noted Johnson hoped to gain in Ohio in the fall elections and possibly run for Ohio governor next year then for President if unchecked
The speaker notes that Bryan backed the peerless leader twice but issued a strong anti silver speech at the national convention after the 1890 nomination. Some of Bryan's friends speculate an adjournment of the Democratic caucus was taken to allow time to review the new congressional campaign organization.
Ex soldier Michael Kuhn was killed and ten to fifteen wounded in a Sunday night brawl at the Blue Goose saloon near Fort Morgan Alabama. A man named Stewart was arrested with a bloody knife as officers quelled potential lynching. Kuhn died from a base of brain knife wound. Kuhn’s body was sent to Mobile for shipment home.
Former President Grover Cleveland, age sixty five, celebrated his birthday indoors at his Bayard Lane home in Princeton with his wife and children. He discussed public questions with visitors and endorsed Panama Canal passage with caution. He commented on Henry Watterson's letter and praised the National Civic Federation arbitration meetings as beneficial.
Ed Dameron paid a bet by swimming seventy five feet in the icy Ohio River at Louisville with the thermometer near zero. He reached the bank with a frozen mustache and icicles in his hair. Cameron had bet Henry Yaner that Sullivan would win and the loser would swim on St Patrick's Day, which Cameron fulfilled yesterday.
A massive blaze at Hoboken docks gutting the Steamship British Queen several lighters and the Phoenix Line Pier. Firemen fought back the flames as authorities assessed the extent of the destruction and the possible causes. The loss includes a million dollars in damage and disrupted harbor activity.

Fire spread rapidly through cotton and lighters. crews fled as stevedores and sailors jumped into the water. Nine damaged craft, including the Heathburn with thirty two Chinese crew, and several docks suffered, with possible fatalities among sailors and longshoremen.
Officials guarding a risked entry ordered the Chinese to halt and escorted them to a pier for the night. The Maasdam and Queen were towed from the river while fire engines and tugs fought the blazes. Five longshoremen were hospitalized with burns, with Patrick Hussey critically injured and the Tonawanda captain’s family also hurt.

A boiler explosion at Wheeler Gavitt's sawmill near Callon Wisconsin killed proprietor Reeset Gavitt engineer Chester Goldman and John Domahowsky and injured one man. The blast wrecked the mill throwing debris 300 yards and parts of the victims were found scattered around the mill yard. Investigators cited a deficient water supply in the boiler as the cause.
Cecil Rhodes is weaker tonight after illness. Cable messages of sympathy arrived from Queen Alexandra Lord Kitchener and King Edward VII. Lord Rosebery also sent condolences read in Cape Town today.
In the Republican conference the Ways and Means plan with the Sibley Amendment passed by a large margin. The vote was 85 yeas to 31 nays. Provisions of the Payne Resolution were finally accepted. It authorizes the president to negotiate a reciprocal agreement with the Ceban Republic.
Washington March action by Republican House members backs a 20 percent duty cut with the Sibley amendment restricting duration to December 1903. Debate follows roll calls as supporters push for a commercial pact with Cuba and direct payments over several years.
