Creosoted Block Pavement Bid Rules Upheld
A city opinion finds Indianapolis creosoted wooden block pavement specifications do not bar competition. It says kreodone is the standard oil, permits bids with equivalent oils, and supports competitive bidding to obtain the best pavement quality. The ruling stresses board discretion to reject bids if material quality is lacking.
