Prosecutors seek the death penalty against truck driver Douglas S. Belt for the June decapitation of Lucille Gallegos, dropping a first degree murder charge in favor of capital murder and attempted rape. Belt, held on 2.5 million bond, pleaded innocent and faces seven rape counts across four Kansas counties and three aggravated sexual assault counts in Illinois.
In Russell County Kansas prosecutors say they unlikely to refile charges against Paradise Fire Department Chief Justin Frye over a 2002 crash that killed Russell Fire Chief Earl Hemphill. Initial tickets were dismissed and no new charges are expected before the statute of limitations expires.
Kansas officials plan a statewide exercise with major outside agencies to test the state’s agroterrorism response. Maj. Gen. Greg Gardner says the effort will mature processing, expand local plans, and rely on county and local emergency managers in the first 24 to 48 hours.
