Washington D C February 4 The Kendrick Kenyon plan to revive competition in meat packing moves forward as the senate agriculture and forestry committee recommends passage The bill creates a Federal Livestock Commission of three members appointed by the president with senate consent The commission would oversee all stockyards and meat packing firms and has powers akin to the Federal Trade Commission It would absorb the Bureau of Markets duties of the Agriculture Department and enforce antitrust and unrelated industry prohibitions including records and reports from firms and stockyards Penalties include fines up to 1000 or one year imprisonment for refusals and up to 5000 or one year for failure to keep records or obey orders The act provides for court appeals and sets terms for commissioners and a $6000 salary for the secretary
