Raleigh AP reports the North Carolina General Assembly rushes toward adjournment amid a heavy backlog of 101 bills last week, bringing the session total to 2,078 as lawmakers eye late next week or possibly July to finish. Key actions include a brown bagging liquor bill, creation of an Intermediate Court of Appeals, tax cuts, terrorism crackdowns, jail reform, abortion law liberalization, jury reform, water and air resources board creation, and other civil and criminal measures.
North Carolina Senate enacted a bill striking the 30 day license suspension for auto liability gaps, replacing it with a 60 day tag surrender requirement. The session also moved a water safety committee bill and adjusted local zoning powers, including a Burney amendment on recreational waters and a towing rule for water skiers with a horsepower exemption.
Soviet Premier Kosygin reportedly declined Johnsons invitation to meet in Washington arguing the United States should focus on the UN emergency session over the Middle East. The postponement left open a summit site elsewhere as Rusk and Gromyko engage with UN attendees.
