In Raleigh the General Assembly enacted a $3.58 billion budget for the next two fiscal years and considered a sweeping tax package. The House approved the spending bill and sent it to the Senate, which passed it despite a defeated 42-7 vote on an added $26 million for teachers. The plan includes a 19 percent raise for teachers over the biennium and about 10 percent for state workers in year one, with 2 percent in year two. The House finance subcommittee trimmed revenues by $18 million, dropping proposed insurance tax boosts, cigar taxes, liquor tax changes, and other levies.

A 22 year old nurse from Canton Ohio Lt Lane, serving with the 12th Evacuation Hospital in Vietnam, was killed by an enemy rocket in a Vietnamese ward. Capt Lorraine Renee and Lt Patricia Carr recall her compassion for Vietnamese patients and colleagues. A Vietnamese child also died and two Americans were wounded in the blast.
