An American observer describes thousands of South Korean refugees trudging south from Seoul through freezing fields. Families carry belongings on backs and carts while elderly aid shows resilience amid harsh weather and a growing wave of teen volunteers.
Raleigh, Yer 21. The state abandons private bids on Caswell Training School kitchen and dining room renovation after bids 100 percent over estimates. A construction supervisor and state-paid workers will perform the work to reduce costs. Only two bids were received. the project was slated at 269 00, with a low bid of 423,089. The delay affects bids for state hospital and Jackson Training School projects, pushed to January 16.
Secretary of State Acheson returned from Europe to defend policies on European rearmament and allied plans. At Brussels, American and allied leaders agreed to a 1,000,000 man international European defense army under Eisenhower, and drafted a note for a Big Four meeting with Russia. Hoover challenged policy in a New York speech, urging caution before expanding Western Europe’s defense. Raleigh highway panel eyed 15 road projects funding.

Bonn report that West Germany seeks full equality with the Allies before any rearmament. Talks with Allied high commissioners aim to secure concessions for participation in a European defense force led by Eisenhower. The Brussels pact contemplates 150,000 German troops toward a 1,000,000 man force, while West German leaders demand equal status and independence.
The St Mark's Episcopal Church school will host a Christmas program Friday night at 7 15 in the Parish House. Santa Claus will attend and Christmas films will be shown for attendees.
Teonel Brunnemer, associate manager of the Gastonia Office of the Life Insurance Company of Virginia, will join the National Bank of Commerce after January 1 as manager of public relations. A Columbia, S.C. native long resident in Gastonia, he is a Gastonia High School graduate and has worked at Manville-Jenckes. he served in the Coast Guard 1943-45 and has been Virginia Life agent and associate manager.
Washington December 21 Charles E Wilson assumed the post of Director of Defense Mobilization and immediately named General Grieves Clay and banker Skiney Weinberg as his assistants. They will serve without compensation. Clay, former U S commander at Berlin, resigns as chairman of Continental Can Co. Weinberg, senior partner at Goldman Sachs, was a vice chairman of the War Production Board in World War I.
Former President Hoover urged the nation to fortify the western hemisphere as a Gibraltar against Communism. He called to arm air and naval forces, warned against land war in Asia or Europe, and urged Europe to field large combat divisions while the U S sustains defense. He questioned the dominance of the atomic bomb and urged cooperation with Britain and the Commonwealth.
In Washington, the Senate prepares swift approval of a 26 billion emergency defense package sought by President Truman to fund more airplanes, tanks, ships, atomic bombs, and manpower as China’s actions in Korea escalate. The House advances civil defense and military public works measures and debates funds for supersonic research and Marshall Plan flexibility.
Patrolman Michael Santa delivered a baby girl in a police ambulance for Mrs. Josephine Kotowska as it neared a hospital in South Bend Indiana. The birth occurred early this morning during the ambulance ride several blocks from the hospital.
Allied land sea air barrages around Hungnam shattered Communist survivors on the east flank of the UN defense line. Reports say Chinese forces suffered heavy losses in the worst days of the retreat as US Marines and the 10th Corps withdrawal loomed.
Soviet dispatch claims President Truman approved plans to use General Chiang Kai-Shek’s Nationalist Chinese troops in Indo China. It says a Washington meeting with Acheson and Dulles reviewed Brink’s report and recommended the step, with instructions already issued.
Washington December 21 Congress pushed for a rapid agreement on an excess profits tax to raise billions from corporations. Senate approved the measure yesterday and conferees from Senate and House seek a compromise. The bill would raise corporate surtax to 28 percent along with the excess profits levy, with the House having differed on surtax changes.
