The Johnson administration defends the dollar with a large gold sale shift. Treasury moved about 3,475 marillion in gold bullion to a special fund for foreign sales, the largest single gold move in U.S. history, dropping the monetary gold stock to its 30 year low. President Johnson said the move defends the dollar against speculative attacks while U.S. reserves total, including sales, stand at about 475 billion.

The Social Security bill, biggest in benefits and tax increases, nears approval after House Senate conferees reach final agreement. The conference report preserves many benefits increases and amendments for disabled children up to age 22, special payments to certain elderly and needy individuals, and expanded aid to the aged blind and disabled. It retains medical expense deductions for seniors, mandates AFDC linkages, and rejects a Senate drug amendment in favor of guaranteed drug use standards for Medicaid.
The Navy will lay up 49 ships and discharge more than 80,000 enlisted men monthly to shift experienced personnel to Vietnam duty. About 6,200 petty officers and others will be reassigned to Southeast Asia within a year, while ships move to caretaker status. The plan aims to save funds and bolster forces for Southeast Asia without hampering Caribbean and Mediterranean operations.
