Tension between House and Senate on a 34 billion dollar government funding package stalled action. Rep Clarence Cannon and Sen Kenneth McKellar led sharp exchanges over the appropriation bill while Pat McCarran and other lawmakers pressed on rivers and harbors and flood control provisions.
Walter Bedell Smith, the American general who served three years in chairing the OSS, is named chief of the Intelligence Agency task force. The White House confirms his selection as the new CIA director, with Secretary Charles Ross signaling the president’s intent and noting the ongoing struggle with Soviet activity.
The White House convened a joint meeting of union and management leaders for 2 p m EST to avert a nationwide rail strike. Assistant to President Truman Jatin R Steelman said no ground had been found yet, the first such meeting aimed at resolving wage and work condition disputes. A five day token work period had been set previously without wage reductions.
President Truman pressed for authority to curb consumer and real estate credit allocate scarce materials and invoke wage price and rationing controls. Senate debates showed mixed views on special privilege amendments with Maybank and Flanders opposing special carve outs while Fulbright warned of administration blame if such provisions pass. Senate may vote Monday on a related measure and a Maybank backed profit guarantee for meat packing under price ceilings drew criticism as a privilege provision.
Aug 19 report from Raleigh on the upcoming hearing to decide if Negro law students may be admitted to the University of North Carolina. Attorney General Harry McMullan will argue North Carolina offers an essentially equal black law school at Durham for admission parity. The case, brought by eight Negro students, may reach the U S Supreme Court after a recent Texas case mandated admission for a Black student.
An Army spokesman in Mango August 1947 gave estimates that North Korean forces have suffered about 50,000 killed wounded or missing since the South Korean invasion began. South Korean losses were about 37,000 up to three weeks prior. The release notes conscription of ages 18 to 40 and identifies 32 North Korean divisions in the front area. US casualty rounds will no longer be issued when deemed of value to the enemy. Initial figures had North Korean troops between 9,500 and 160,000 and South Koreans at 96,000 at the war’s start.
Army and Navy chiefs Gen J Laxton Collins and Adm Forrest Sherman depart for Far East strategy talks in Japan and Korea. Lt Gen Idwal Edwards joins, with plans to meet General MacArthur and East Asia command leaders in Tokyo. They expect to visit Pusan and return in about a week.
General MacArthur’s headquarters reported North Korean four division build up on the north central front and probing along the Naktong river line near Taegu. News blackout hindered confirmation while U N forces attacked near Changnyong and advanced toward the Naktong as a newly landed force at Tokchok island was noted.
Bomber forces pounded Chengdin and North Korea front targets in a major raid described as the second largest B-29 strike of the war. The operations hit rail yards and a metalworks plant, with 600 tons dropped, while other targets included Hamhung and the Taedong front. Reports note the Korean front saw high numbers of sorties and renewed air activity across the line.
