DOE says only one third of emergency oil will be additional supplies
The Energy Department report notes only about ten million of the 30 million barrels released from the Strategic Petroleum Reserve will become new refinery input, while the other 20 million barrels will displace imports. The policy aims to boost heating oil and diesel output, with deliveries to be completed by November and refiners expected to buy all 30 million barrels.
