Nuclear powers agree on START cutbacks in Lisbon ceremony
The United States and four former Soviet republics agreed to abide by the START missile-reduction treaty in Lisbon. Baker and foreign ministers signed after a six minute ceremony. Ukraine Kazakhstan and Belarus will remove all long range nuclear weapons within seven years. The pact envisions about 38 percent cuts in Soviet arsenals and 30 percent in U.S. arsenals, with dismantling underway.
