Lawyers sue to stop new indigent defense group

Cumberland County lawyers allege the state lacked constitutional authority to create the Office of Indigent Defense Services and fear oversight by a distant panel. A temporary restraining order blocked the agency’s start, with a July hearing set. The suit argues judges would lose control over appointing counsel and fees in capital cases.

No fishing zones trimmed in Southeast coast reserves plan

Federal regulators trimmed six proposed no fishing zones to two off North Carolina, citing enforceability and science concerns. One zone, 50 miles southeast of Cape Fear, targets snowy and gag grouper and red porgy spawning. another 10 by 10 mile area south of Beaufort would test enforcement and allow reef research. Public hearings to decide final restrictions remain.
