Remnants of a tropical storm blamed for at least 31 deaths in other states stall over eastern North Carolina prompting flash flood watches from the National Weather Service. forecasters warn of 2 to 4 inch rainfall totals with higher amounts possible in the Piedmont and coastal plain. Wake County reports 2 inches in places with warnings extended until 1 30 p m for Graham County.
