Cooper vetoes Republican budget changes in North Carolina
Gov Roy Cooper vetoed the state budget bill for the second year in a row, saying the Republican plan underfunds education and safety while favoring environmental needs. The GOP saw the veto as solvable with a veto-proof legislature, as teachers rallied with Cooper to demand more funding. The measure would raise teachers about 6.5 percent on average, with some veterans receiving smaller raises or none.
