White House acts to define the health care debate before details emerge. A war room setup pulls top aides, ad visers and media tools into a centralized command center to publicize security savings and simplicity while a Republican alternative plan also develops in Congress.
The plan calls for state alliances to run by 1998 with universal coverage. All plans offer the same benefits including major medical, prescriptions, some mental health care, and for children dental care and glasses. No plan may reject anyone. Financing requires contributions from employers, employees, and the poor.
Gastonia officials say the city lacks a large venue for major conferences. A national CIVIC CENTER ISS Seminar will be held in Charlotte due to space limits, spurring talks with a consultant on a proposed $40 million civic center and potential bond funding if the plan advances.
In Sarasota, a circuit judge ruled 14 year old Kimberly Mays need not contact her biological parents Ernest and Regina Twigg. The ruling favored the foster upbringing by Robert Mays, affirming him as her legal father and finding visits to the birth parents would be harmful.
SAT scores for the class of 93 rose for a second straight year with average verbal 424 and math 478. The College Board notes narrowing gaps for blacks and continued strength among Asian Americans and whites, while city and rural areas trail. Officials caution progress is slow and tied to rigorous coursework.
Gaston and Lincoln SAT averages increased this year though remaining below state and national levels. Gaston 837, Lincoln 851. verbal 391 and 388. math 446 and 435 respectively. Officials credit tougher workload and problem solving focus for gains, with Gaston up 22 points from 1989-90.
